“Preventative maintenance is the cornerstone of SPARK,” said OPM in June 2024. The Shared Prosperity Through Accelerated Improvement to our Road Network (SPARK) programme, a J$40 billion initiative, aims to revolutionize Jamaica’s road infrastructure. Over two years, SPARK will establish a real-time Geographic Information Systems (GIS) database to guide preventive maintenance and long-term planning. The programme will fund critical improvements, including pavement resurfacing, drainage upgrades, waterline enhancements, retaining walls, and intersection upgrades. SPARK is set to rehabilitate over 700 kilometers of secondary and local roads, delivering more durable roads with lifespans of 7–15 years, ultimately driving development and prosperity across Jamaica.
Addressing Funding Challenges
SPARK will address just 5% of the nation’s 18,000 kilometers of roads currently in poor condition. With an estimated J$30 billion needed annually to fix Jamaica’s road network, and only J$7 billion allocated by the Ministry of Finance each year, the programme will have to stretch its resources. Prioritization and cost-efficient repair methods will be critical to ensuring some measure of success.
Leveraging Artificial Intelligence for Efficiency

As part of the SPARK programme, CEAC is integrating artificial intelligence (AI) into road condition assessments to improve efficiency and precision.
