CEAC commissioned by Airport Authority Jamaica/Norman Manley International Airport, to create a GCF Concept Note. The ecology of the Palisadoes tombolo was under environmental, climate-related and social stresses. The Palisadoes tombolo is 16 kilometres long extending in the east from the shoreline at Kingston Harbour to Port Royal in the west. The wider project area was extensive and exposed to the east-west traveling hurricanes in the Caribbean basin. The ecology of the wider project area was unique and possibly losing its endemic value, protection of the dune vegetation was therefore crucial. A concept note was prepared that involved engineering analysis of the coastal hazards, risks assessment and gender and socio-economic surveys to inform the proposal. Interviews and consultations were had with various stakeholders including: Planning Institute of Jamaica, Ministry of Economic Growth and Job Creation (MEGJC), National Environment and Planning Agency (NEPA), Social Development Commission (SDC) and University of the West Indies-Mona Campus (UWI)), to implement several elements of this project that will mitigate greenhouse gas emissions, support climate change adaptation strategies, and build community based technical capacity in Jamaica.
